Typical separation of rebar from panels One of many "repairs" done in the past.  No attempt was made to match glass, textures or colors.  This repair resulted in a dark spot when viewed from below.  These areas were replaced with matching glass when restored. Separation of rebar combined with hairline cracks in the lead results in sagging (3") of the State seal in panel H11.  These kinds of deterioration caused us to classify the panel as "CRITICAL"
